Title significance. The title can be taken as a literal reference to the The Towers of Midnight fortress-complex in Imfaral, a city in Seanchan, which has thirteen towers and is thus a reference to the number of the book. While there may be thirteen towers in Imfaral, the Forsaken originally numbered thirteen as well.
